This festival represent the love between brother and sister. For the decades people are celebrating raksha bandhan with joy. 

Rakhi is celebrated in the shukla paksh and On Poornima i.e. on full moon day of shravan month as per Hindu Calender(panchang).

Note:

One important thing to keep in mind is that rakhi should not be tied in 'Bhadra kaal'. This kaal is published in news papers and TV Channels too. This time is inauspicious as per vedic astrology rules.

As per astrology the full moon day of sharavan month is very auspicious and sacred day. On this day if some one worship god or goddess and donate things for the well being of every one then the person will get good luck. So this day is celebrated with joy.
